DVLA

In 2001, the DVLA tendered for a programme of change to modernise the Agency enabled by the deployment of new technologies to support new ways of working and delivery of customer service. This contract also involved the outsourcing of much of the DVLA’s technology infrastructure. The contract was won by PwC Consulting who took over part of this contract from EDS. 

The programme of change was very extensive and produced radically different ways of working as evidenced by online Vehicle Tax Renewal.
A quote from UK Computing described this system as ‘a Government computer system that works as intended’.

David Dockray was the sponsor of the PwCC (and subsequently IBM) contribution to the programme of transformation for the six years up to his retirement from IBM in 2007 and in 2009 the agreement was extended to run until 2015.
